While the us flag and state flag share the same pole, does the us flag fly solo at half mast?

usu in commonwealth nations there r regulations on flags – wh must be respected.
both flags is at helf-mast. no need for solo

its perfectly acceptable to fly both the flags at half staff – of course with the US flag above the state flag.
the only way this could be unnacceptable is if the flag pole is not long enough and it leaves the state flag either touching the ground or within hand reach to possibly be tampered with
or if half staffing the two flags will leave either the state flag or US flag (or both) near a tree or another object which could snag it or tear it
