i got busted down from e-3 to e-2 my flag is lifted and i can be promoted is it auto or do i put in 4187?

You can be promoted as soon as you become eligible for promotion. There is a minimum ‘time in grade’ requirement for promotion from E-2 to E-3 and you are now going to have to wait because your current ‘time in grade’ as an E-2 is now zero.
