Do we put “His Excellency” before the amabassador’s name in a welcome streamer?
We would like to put up a streamer welcoming an ambassador who is visiting our industrial complex

"His/Her Excellency" would be fine for a foreign ambassador (to the U.S.) "The Honorable" would work for a U.S. ambassador.
put His Excellency Lord _______ of Wales
because nobody knows if Wales is real or not. Its a myth and lord makes it look better for him
